So a combination of higher non-payment rates and progressively more low* or zero-rated vehicles on the roads?
* of course we've now found out (officially) that the stated emissions these rates are based on for a number of popular vehicle brands are, well, how to put this... entirely falsified.
From the linked BBC report, "DVLA chief executive Oliver Morley said almost 99% of all vehicles on the road are taxed."
So more than 1 in every 100 vehicles is not "taxed" and insured. That is a very frightening statistic, made worse by the likelihood that such owners are going to be more reckless in their driving.
There are an increasing number of cars that have (or meant to have) low emissions so will pay either nothing or a very low amount of VED. Always tempted to get in my estate car and cut some of them up pointing out I pay more road tax :).
I think the Govt need to tax fuel more too so that the more you drive the more you pay.
