There was an HPV like that on the St Andrews run one year.
My guess is 1985
1984? Later than 01/08/1982 based on the registration plate, but otherwise a guess!

That's a great bit of HPV history. It must be 1982 or later, going by the car in the background. In Britain things kicked off around 1982 with the HPV Championships in Brighton.
Hard to read much on the side of the vehicle, but there was a machine called Dragonfly, fielded by the Glen Sprocket Team, though I don't know if it was a trike. The one in the pic certainly isn't the Vector.
It's also before 1986, because by then the studs marking the cycle lane had been replaced by a white painted line.
