Of course, Mr Grayling would (should?) have known this was nonsense - as it would have been his officials that negotiated the UK opt-out.
Of more concern should be the fact that the UK could lose access to the single European sky and has to negotiate in the region of 50 bilateral aviation access agreements with other countries (as well as the EU). Just one of many Brexit bonuses.
