Shows what kind of person Phillip Hammond is, if he thinks he can just buy whatever he wants, given a large enough sum.

Largely same for SG and Transport Scotland for most of period of Scottish Parliament (and previously).
Humza Yousaf has been making right noises about segregated cycle paths, but is now pre-occupied with trains on the wrong lines (and party political manoeuvrings to get him sacked).
