@mgj I guess the permit holders get livid when they arrive at their space to find everywhere occupied by non permit holders and they then fire off angry letters demanding refunds etc

I'm pretty sure their brief just now is to go exclusively after soft target permit areas and ignore every other offence

Don't they have to wait like 10 minutes to check if a vehicle parked on double yellows is "loading"? By which time the driver has clocked them, appears and moves the vehicle...
Whereas parking without permit in permit only area very clear cut, straight forward, no waiting around?
My perception as a resident is that parking attendants never visit my street or the area nearby, as hardly ever see any. However when I FOI'd the numbers, I was surprised to see that, in fact quite a lot of penalties were levied each year. They could do so many more though, the ones they catch are just the tip of the proverbial seaborne giant ice cube.
