    Yes - treating both road users the same is like taxing the rich and poor for an identical lump sum instead of a percentage of income.

    @crowriver - mass car ownership does show up the flaws in a free market i.e it requires a lot of collective investment, and is ultimately enslaving.

    Interesting book referenced in that article: After the Car by Kingsley Dennis and John Urry, 2009.

    Can be picked up quite cheaply second hand on fleaBay/Amazorg...
