Thirteen on £46m Edinburgh Highways framework

Thirteen contractors are in line for construction, repair and maintenance work on the City of Edinburgh's road network under a framework valued at up to £46m.
The City of Edinburgh Council has announced the results of a procurement exercise for its Transport and Infrastructure Framework, which is divided into eight lots.

Lot 2 covers major carriageway and footway maintenance schemes greater than approximately £150,000 and is valued at £7,680,000. The contractors on the framework are Crummock (Scotland), Tarmac, Mackenzie Construction, MacLay Civil Engineering, and Aggregate Industries.
Lot 3 covers major carriageway and footway maintenance schemes up to approximately £150,000 and is valued at £8,200,000. The contractors on the framework are Crummock (Scotland), Luddon Construction, Tarmac, Mackenzie Construction, MacLay Civil Engineering, and Aggregate Industries.

Lot 5 covers carriageway and footway patching, resurfacing and associated work and is valued at £4,800,000. The contractors on the framework are Crummock (Scotland), Luddon Construction, Tarmac, MacLay Civil Engineering, T and N Gilmartin, and Lightways.

Not sure about CEC, but they are doing (some of?) the Royal Infirmary/Sick Kids work.

I do wonder why it was necessary, possibly after a consultation...
I do wonder if whoever produced the inadequate brief will be asked to pay anything...
They did quite a few of the newish shared use paths around east Lothian.
