    This covers familiar ground...

    5.7 Summary

    The case studies have identified the following points related to the effectiveness in achieving high quality outcomes for the promotion of active travel policy;

     There is substantial time lag in the development of major schemes between key decision points and scheme completion, hence outcomes commonly accord with previous policies rather than current ones;

     Practice in decision making and scheme development does not always accord with policy;

     The Scottish Government does not rigorously check whether schemes accord with its own or local policies, and does not commonly advocate good outcomes for active travel in local decision making;

     Outcomes are clearly constrained by available funding, but most notably due to restricted funds for revenue expenditure, and further challenged by short-term or stop-start funding opportunities;

    Plus other observations.

    New figures out today on Transport and Travel in Scotland. Highlights:

    highest ever volume of road traffic
    highest proportion of all trips by car
    highest ever number of licensed vehicles
    66% of car trips were single occupancy
    lowest ever proportion of trips on foot
    lowest ever number of recorded bus journeys
    highest ever number of air passengers

    Do you think Sustrans and all of the other publicly funded backers of active travel will now seriously question their usefulness or simply redouble their present efforts?
