No watering down of active travel budget commitments. Spending Review states:
Increased investment across the spending review period in active travel, including capital funding, to secure our commitment to invest £320 million per annum from 2024-25 onwards and as part of a shift of transport funding to walking, wheeling and cycling – supporting our commitment to cut car kilometres by 20 per cent by 2030.
No cut in Motorway and Trunk Road spending though, hovers around the same cash value figure of £270m-£280m over the five year period. The rail figures look very flakey given the impact of Covid on passenger numbers and ongoing need for additional financial support. Support for bus services goes up from £373m this year to £500m in 2026/27. The vast majority of that is eaten by concessionary fares support. Not looking at any step change in bus provision.

On Tuesday, SNP Finance Secretary Kate Forbes revealed her revised four-year spending review, which included councils’ core funding being frozen at around £10.6 billion for the rest of the parliamentary term.
Cosla said the government’s “flat-cash” scenario in a time of rampant inflation meant “extremely limited scope for recognising the essential work of our staff, whose expectations around pay continue to be, quite rightly, influenced by Scottish Government’s decisions in relation to other parts of public sector.”
But Ms Forbes insisted the revision “protects local government”. Cosla has demanded an urgent meeting with Ms Forbes and Nicola Sturgeon to discuss the situation.
