The standfirst says: "Guardian readers explain how safety concerns have deterred them from travelling by bike". But the last example is an unfortunate individual who is suffering from Long Covid and who can't take any exercise any more, which is stretching the meaning of "safety concerns" in this context a bit far IMO.
