Grrr. Undemonstrative picture: they're overtaking that parked vehicle at the time so the cyclist's position might not reflect her normal riding location and the van behind would presumably not always be using the other lane.

They don't really explain why they've posed it as a question when it obviously is a cyclist's right to take the lane
