The last few days before we left town, I noticed several commuters in the meadows wearing what seemed to be black rain trousers, but they weren't huge and baggy and ugly like my rain-trousers. Rather seemed a fairly slim fit, especially at the lower leg, probably a zipper down the side, and in a matte black fabric. Anyone have any idea what I was seeing? Have a birthday imminent and wanted to ask for a pair!

Slim fit rain trousers?

Possibly the Gore Ultra IV Paclite trousers? These have zips but velcro from the knee down, to ensure nothing flaps - others I've seen have just had velcro or stud fastners at the ankle.
Can't speak for the women's version, but the men's version is also cut neatly even without the velcro, so probably worth trying before buying.

Hmmm....maybe it was those - some pricetag though! not sure they do a women's version either.

I have some mens' Endura Gridlock Overtrousers and they are fine. They do certainly do up nice and neatly round the calf, and they have this useful extra flap that folds down over the top of your shoes to keep the rain out of the top.
The only down side is that the leg openings at the bottom are a bit small and so I struggled to get them on when I'd got boots on in the winter. With cycling shoes they go over fine and direct all the water into the shoes (which aren't waterproof).
