Cyclists who fail to observe advisory signs: contributory negligence if an accident does happen? Makes sense if you're going to hold victims responsible for the injuries inflicted on them, why not for being there in the first place?
I suspect insurers already take this approach but it's not really visible because almost all claims settle out of court.
