Alternatively how about teaching them to cycle so they get fit, learn road sense, gain an understanding of how frightening badly driven cars can be to people nearby and last but not least realise that whilst cars can be great you don't HAVE to drive one... grrr.
I'm in favour of my old man's idea, no-one gets a licence for a four wheeled vehicle until they prove they have held a licence for a two wheeler for at least a year first. His argument was they'd be better drivers and hopefully when they did stupid things they'd hurt themselves instead of killing passers by...
