The 'Otherwise Law-Abiding Motorist'

  1. Featuring in the 'lexicon' in this month's citycycling:

    .otherwise law-abiding motorist n.

    For example used in the following type of sentence: "20mph zones just criminlaise oherwise law-abiding motorists."

    Used to describe any situation where a ridiculous control is placed on motorised traffic, usually for spurious reasons such as safety, or making an urban environment more pleasant. It recognises that motorists would never break the law if laws weren't put in place and that, much like old dogs, they cannnot adapt to new laws being put in place. Therefore, if a 30mph zone is changed to a 20mph zone a motorist is physically incapable of driving at a slower limit and so but for the change in limit he wouldn't break the law. But because of the change he has to break the law, despite in every other circumstance he doesn't break the law.

    See also 'otherwise law-abiding shopper' (who steals Mars Bars, but otherwise does not indulge in shoplifting); and 'otherwise law-abiding late night street walker' (who only kills prostitutes with a hammer, but in all other respects is a really nice chap who was lovely to live next door to).

    from Road Safety GB's coverage of BBC fatality map: "BBC News cites preliminary research by South Yorkshire Police, which reveals that for every fatal collision there is a one in two chance that the driver ‘responsible’ has a criminal record. Researchers found that 56% of lorry drivers involved in a collision had a previous motoring offence and 41% had a criminal record." (I haven't found a reference for this so don't know anymore details)

    56 % of lorry drivers had a criminal record .........
    hmm, now if Clarcson had said that there would be an outcry !very large, tarry brush !

    ...hence, I expect, the apologies for not locating the actual data. You've then quoted a fragment from a sentence from the BBC quote (missing out the involvement-in-accident qualification) which is itself inconsistently-worded (omitting any mention of responsibility for the accident alluded to in the previous sentence).

    The BBC site is at http://www.bbc.co.uk/news/uk-15975564 and it gives a slightly different version from the RSGB version. And the figures for "drivers (sic?) blamed for crashes" with a criminal history was 41% for lorry drivers, 35% for cyclists, and 21% for car drivers, with a background rate of 8%. It's not all drivers that are bad but the behaviour of some of them/us.

    Thought it worth noting I was watching "Motorway Cops" this evening and Jamie Theakston (narrating) did make a point of saying "so called 'minor' offences".

    Refreshing.
