    "I'm all in favour of some pedestrian areas, but you've got to be able to get there first. Most people, especially those with young families want to take the car. So you need good parking availability..."

    'Need' naturally follows 'want', but 'want' does not equate to 'need' in the first place, so surely you tackle the 'want' with good alternatives, and then the 'need' disappears from being a problem. Am I being too simplistic?

    I'd rather be eaten alive by wild dogs than take my kids shopping in town, but if we do go, walking or the bus is much better unless we are going on somewhere later and that's too far away to walk. Different if you have too much to carry, but that is rare and taking the bus cuts down on over-consumption. Kids are much more persuadable not to buy crap if they think they are going to have to carry it home.
