Meanwhile across Europe

The ADAC (Allgemeiner Deutscher Automobil-Club) has done a survey of public bike rental schemes in all major European cities. London achieved 'sufficient' in most categories, while Lyon's Vélo'v was the clear winner.

The schemes are scored in various categories:

    i) accessibility
    ii) information
    iii) handling
    iv) bicycles

and weighted to give an overall rating for each city.

Interestingly, Belgium, Germany and France all generally performed best, while the Netherlands performed worst! Perhaps the metrics were geared towards 'getting around the place', rather than 'getting to and from railway stations'; I think about 1 in 3 passengers in the Netherlands travels by bike to a railway station.

and the methodology is detailed here:

Lyon's bike hire scheme must put paid to the age-old "Edinburgh's too hilly for a bike hire scheme" argument. There are a couple of big hills in the city centre IIRC - in fact, I'm pretty sure the city was founded on the site of a hill fort.

Netherlands does not have a bike sharing scheme so the ADAC (not ADFC?) study is hardly comparing like with like. OV-Fiets is run for commuters who use the trains.

TfL is shortly to publish review of Barclays Bike scheme now approaching 2nd birthday (on Sunday).

Re 1 in 3 passengers cycle - about 10-20 years ago overall figure was 30% but ideal distance figure was 60%

The current picture is that over the 'ideal' cycling distance of 1-5Km 60-70% of passengers cycle. Over all distances with higher walking 0-1Km and more other modes 5+ Km the figure is 30-40% mode share.

These are a little dated ECF reports 130 and 133 albeit those figures are now much higher - see http://www.nationaler-radverkehrsplan.de/eu-bund-laender/eu/brr/brr-130-2001-en.pdf and http://www.nationaler-radverkehrsplan.de/eu-bund-laender/eu/brr/brr-133-2001-en.pdf
