According to Private Eye's "Road Rage" column (issue 1263, p11), perhaps not -
"Tory transport secretary Phillip Hammond used his first day in office to declare an end to the "war on motorist". Er, what war? The Labour government bent over backwards to appease the road lobby and those strident voices in the media purporting to represent motorists."

Labour's appraisal formula classed traffic reduction as a downside of public-transport investment because the treasury would lose fuel revenue.
