"Cycling to benefit from slashed Government spending?"

According to Private Eye's "Road Rage" column (issue 1263, p11), perhaps not -

"Tory transport secretary Phillip Hammond used his first day in office to declare an end to the "war on motorist". Er, what war? The Labour government bent over backwards to appease the road lobby and those strident voices in the media purporting to represent motorists."
    ...
"Labour scrapped tram schemes for Leeds, Liverpool and Portsmouth because of rising costs but accepted whopping cost rises on road schemes. Labour's appraisal formula classed traffic reduction as a downside of public-transport investment because the treasury would lose fuel revenue. It counted time savings for motorists as worth more per minute than time saving for cyclists or bus passengers - helping tip the balance from cycle paths towards road widening or construction."

"The war against the motorist has ended, after the new Transport Secretary outed himself as a keen Jaguar driver who is too nervous to cycle on London's busy streets."
