    Once again the "Road Safety" industry fails to recognise the underlying problems. Part of the problem is a culture which glamorises speed and bad driving, just look at the ways cars (and some car insurance) are advertised, then there is Top Gear and a wide range of magazines, games etc. It would be better if we put resources into enforcement of speed limits.

    If the insurance industry is really worried about reducing the number of collisions they could offer to put trackers into cars and offer lower premiums for drivers who show good driving behaviour, while increasing premiums for those who opted not to have the trackers. Give people the choice and reward those who showed better behaviour. A bit like the no claims discount, but without the spurious discount protection, the track would show who was at fault in any claims.

    @Kim - unfortunately (for our car at least), the black box insurance is more expensive than that without. On the Beeb breakfast news, the insurance spokesman refused to answer if the scheme would offer lower premiums for participation... Particularly when offset against the increase in tuition fees!

    Why not adopt the Northern Irish example - restrict folk to 45 mph for the first year after passing their test?

    Ah, yes, there's the "enforcement" issue with that too. I'm sure L&PB would issue an FoI statement that they wouldn't consider it worthwhile to enforce...

    Then you'd just get calls for even more dual carriageways to enable the overtaking of new drivers.

    I don't think this is a bad idea at all. In the army people are taught to drive in a week. Having had lifts with such people I can confirm that they are the worst drivers I have ever seen and that is really saying something. It is ridiculous to get a full driving licence in that time.

    I like the idea of a driving tracker, carrots are better than sticks but further to Kim's observation - you would certainly get a class of driver who make it their mission to get as high an insurance premium as possible due to their bad driving so they could boast about it to their mates in the pub.

    Go on, tell me I'm wrong about that..

    It is ridiculous to get a full driving licence in that time.

    You can get your Category A motorbike licence in five days, too, doing an intensive course over 4.5 days and the test at the end. Doesn't guarantee that you'll be a good biker, though, post-test. Step right onto a 180mph machine or a 350kg tourer.

    It already exists, although more for fleet vehicles, taxis, and so on:
