The plan of the bike parking can then be found by searching the page for "composite cycle storage".
I agree about the difficulty of manoeuvring a cargo bike into those spaces, and I struggle to believe the spacing of the racks meets the minimum standards, although I've not got a ruler out to check.
I also note that the plan says "All provisions comply with the Council Cycle Parking Factsheet C7". They do not. The factsheet says that at least 20% of cycle parking is for non-standard cycles; this plan has 10%.
Spokes reviews the cycle parking in planning applications which are on Development Management committee agendas. There is an utterly infuriating level of "It doesn't meet the guidance, but we don't care." from almost everyone.
