    Did they not already delay a rise?
    Not sure they will be overly keen to implement just now, yes the added revenue could be used to do some good. But, with economy still fragile producing only slight growth, and inflation only just starting to be under control, I'm not sure they have the balls to implement something which is inflationary, and will make the masses (even) worse off.
