"Police get new powers to withdraw licences from short-sighted drivers"

It is (or should be?) shocking that someone who couldn't see properly was allowed to continue driving. But these "new powers" seem pretty weak - the Police can email DVLA and then a few hours later the DVLA might email back to say the licence is revoked/suspended. Don't the Police already have powers to seize vehicles that are being used carelessly etc? https://www.gov.uk/stopped-by-police-while-driving-your-rights/when-the-police-can-seize-your-vehicle
