I saw a documentary about this on the community channel while I was doing the dishes last week. A lot of it was spurred by a mayor, Enrique Peñalosa who is a noted transport planner.

Sadly the new mayor sees cars as aspirational and says they need more roads. Instead of also increasing the scope of the wildly successful transmillenio segregated bus routes (which run cheaply at capacity and profitably without subsidy) he's looking to build a horrendously expensive metro system. Mind you, he was pretty much voted in on that ticket so what the public wants...

We just need to extend the Sunday road closure in Holyrood Park out across the city and we could have our own Ciclovia!!
