Clamped for peeing !

    At least they don't have clamps for bikes. As far as I know. Yet.

    Seems like a smart idea. For some reason they don't seem to apply it to people who evade parking tickets though (you'd think with vehicle-mounted ANPR systems someone could just tour the city with a flatbed full of clamps, and claw back some of the ridiculous debts owed).

    Different powers for different organisations. SCS are collecting unpaid fines for Police FPNs. Parking tickets are issued by local authorities. The chipwrapper would have a field day if you could be clamped for some of the things that councils can fine your for (overfilling your bin or whatever)

    I was under the impression only the DVLA could clamp in Scotland, for non payment of VED.

    Don't know if it involves clamping, but the Courts in Scotland have powers to seize your vehicle for persistent non-payment of fines - and either sell or crush it if you don't pay up sharpish.

    Since 2008, the SCS Fines Enforcement Officers have been collecting unpaid fines for FPNs, Fiscal Fines, Court Fines etc. Their sanctions as part of implementing an enforcement order on a fine include deduction from benefits, arrestment of funds, arrestment of earnings and seizure of vehicles. Before a vehicle is seized it is normally clamped. Those who havent paid a fine also pay the costs of enforcement.
