"Scottish Cycling: Business and Governance Review"

    Dates from March, but relates to 'football discussion'.

    Over the last few months we have been working with Scottish Cycling to review their effectiveness from a business and governance perspective. This document represents our final report, including our and recommendations for change. It provides potential solutions to a number of challenges that the governing body faces at this time in its history.

    Introduction

    Cycling as a sport in the UK is ‘hot’. In recent years it has enjoyed above average growth relative to other sports and leisure activities. The cycle sport industry in the UK is valued at around £3bn and participation levels have grown at double-digit rates over the last 4 years.

    Paradoxically, Scottish Cycling as an organisation has struggled through this period both as a business and an organisation (governing body of sport). Scottish athletes have continued to enjoy success on road, track and hillside. A number of positive changes have been made over the last year and it is hoped that the office move to the new Emirates Arena in Glasgow will act as a positive catalyst to further real change.

    I don't know the full details, but pick up bits and pieces from hanging around and helping out at events, and like many such organisations there's a hefty dose of administrative quangoitis at Scottish Cycling. But that's not so different from British Cycling either...

    It doesn't help the layperson that it's so easily confused by name with that other organisation Cycling Scotland.

    Probably doesn't help either organisation either!

    Especially when up goes the cry 'why are there so many cycling organisations and why can't they all work together better' - usually from politicians.

    This leads to periodic meetings of 'stakeholders' to see if anything can be done.

    Involves roundtable meetings where some people wonder why some others are there and thoughts of 'if I had as much money as you I'd do a better job'...

    Meanwhile 'why don't national governments and local authorities co-ordinate their policies and resources better across sport, health, tourism, leisure, transport etc.' (that's just what I think).
