    You could argue that people who don't cycle pay as they go already.

    A local example....

      If you're stuck in traffic on the M8 then you burn fuel and time at the moment. Unless you consider your free time as worth nothing, then you are paying in one way or another.

      If you go by train at peak time then you are charged a congestion charge aka peak fare

      If you go by bus... I'm not sure. Although I once took an express bus that took one and half hours to get between our two big cities due to congestion caused by an accident caused by congestion.

    90 minutes by bus from Edinburgh to Glasgow was average time when I did it in the 1990s. To get to work on time you had to go for the really early bus, used to meet up with a hardy bunch of souls.
