Is that "new money" as in Nouveau Riche?
Sorry. I have no idea. Spokes is the best bet at getting anywhere near the truth on this.

Here's John Swinney's quote in full:
"We will increase funding to support active travel. This will see an additional £20m invested in cycling compared to the last budget. And in total, our support for active travel over the next two years compared to the last two will rise from around £40m to £60m"
It could well be new money - but I can't work out where the totals in the speech come from using the information presented in the budget document. It doesn't help that the figures are combined over two year periods - which make the increases look larger than they actually are (£20m over two years as opposed to £10m per year). Also, the terms "cycling" and "active travel" seem to being used interchangeably.
EDIT - while I welcome any new money, the key is what it is spent on.

Maybe some of this 'shortfall' in the budget for the Queensferry Resilience Crossing has been diverted?

I've not really been following along, but £20m doesn't sound like a lot to me. In a sweet shop maybe but not when it comes to doing anything interesting or Scotland wide...
