    Just received, from CTC:

"How are the drivers in your area? If you suspect they’re worse – or better – than average, new CTC research might confirm or otherwise your suspicions. A map of Great Britain reveals where the motorists with most penalty points on their licences live. From Castlemilk, Glasgow with 19.4% caught driving illegally to Freshwater on the Isle of Wight with only 3.3%, the statistics may be explained by different levels of roads policing. "

The drivers with the points on their licences are just the ones who get caught.

...or are stupid enough to be caught, or perhaps the law enforcement is better in the areas with high numbers caught, as can be evidenced perhaps by S. Edinburgh which includes Craigmillar and Niddrie, and parts of W. Edinburgh do not fare too well either, perhaps because of Sighthill, W. Hailes, Oxgangs...or are they all joyriders and racers in Currie and Balerno?

Another example of the Edinburgh / Glasgow divide. Is that due to the drivers or the police, though, as claggy points out.

The TD3 postcode higher than neighbouring borders post codes but far fewer people. So there are countless anomalies. Enforcement higher in west, when done for speeding etc also more likely to be uninsured or driving whilst disqualified???? Shetland spotless or no enforcement?
