The saddest thing is that it's still acceptable to publish (or say) what she said. It's no longer acceptable to say similar things about someone based on their gender, sexual orientation, ethnicity, disability, so why is it OK to say it about people on bikes?
"Out group", I know, I know, but it doesn't make it right.

“How there has not been an accident there I do not know."
Maybe because most cyclists know that falling off their bike actually hurts, and tend not to crash into pedestrians on purpose.

Always find it hilarious that these people are apparently happy walking on pavements centimetres away from 1 tonne+ vehicles doing 30-40mph minimum, but being (legally) required to share space with bikes possessing 1/1000th of the kinetic energy is treated like it's some grievous transgression of their human rights .

We should come up with our own bingo phrases for motorists - most could be reused:
"Should pay road tax (don't currently) to pay for repairs their heavy vehicles cause to the Queen's Highway"
"Have no knowledge or regard for the Highway Code"
"Should be retested for Licence renewal at most every 5 years"
"Openly admit to flouting the speed limit at every opportunity"
"Unable to drag their eyes from mobile devices - should have signal distruptors installed in all cars"
"Constantly listening to loud music when they should be paying attention to the road"
"Arrogant and rude, think they own the road"
"Spewing deadly chemicals and creating problems for they NHS when they are not actually running people over"

"I would like to apologise for my comments during the IJB meeting yesterday. In no way did I mean to imply that all cyclists behaved in an anti-social manner and, of course, many are very responsible.
"I merely wanted to highlight the problematic few whose behaviour risks causing a nasty accident on the railway walk."

I'd also like to draw attention to "many are very responsible". Many? You said that through gritted teeth didn't you, Cllr Kempson? Couldn't even muster up a most. Get in the bin.

Even the so called apology includes a dig at cyclists. Why "many" and not "most"? Would she say that "many" drivers are very responsible?

I used to train people on how to handle complaints. Two phrases I banned them from saying ever were "I'd like to apologise" [but I'm not going to] and "all I can do is apologise"[i.e. can't actually do anything to help you].
I got an apology email from a company recently which had both in (and no actual apology) AND then when I went back to them repeated the same platitudes. Grrrrrrrrr.

Although many Tory councillors are capable of rational thought. Unfortunately some of those start from what we would consider a position of alternative facts.
