    Top of the list for walking to school is Portsmouth. Presumably many people/children already walked before the wide introduction of the 20mph zone, but should encourage the numbers to stay high.

    Not the greatest piece of journalism. The idea is interesting. Windsor being wealthy and everyone being driven whereas Portsmouth not so wealthy and everybody walks [Scilly Isles as second best walkers might be anomaly?]. But As Kensington and Chelsea gets applauded as good walkers the thing starts to fall apart a little allowing the Windsor council guy to come in with

    Last night councillors in Windsor appeared unconcerned about their poor showing in the tables. Colin Rayner, Cabinet member for Highways and Streetcare, said: "This just another unnecessary report showing meaningless statistics. We believe in giving our residents choice. Parents will take their children to school in the way they feel is the safest."

    Thatcher introduced the illusion of choice.

    20mph could have a double effect by encouraging some parents who want their children to walk to school and discouraging some parents who want to drive.
