    When I read the headline I thought: Tougher test > means lower pass rate > means less drivers on the road > means less congestion.

    But the thinking behind this is that: Tougher test > means better drivers > means less accidents > means less congestion.

    But I think the first line of thought will have more of an impact. In fact this is already happening is it not (less new drivers being one of the reasons for 'peak car' being a few years behind us, apprantly)?

    Just the usual head in the sand nonsense, trouble is our politicians are can't work out that congestion is cause by too many cars on the roads. It is a direct consequence of their car centric policies, we need change. People need to have a choice, they don't need to be made reliant on their cars, the cost is too high.

    Yes, more tinkering at the margins. Presumably because the elephant in the room is the facts that there are too many cars and mass car ownership/usage is not sustainable.

    This is where the old political equation comes into play:

    V+H=T

    V being vested interests, H being habitual behaviour, and T being ineffective tinkering.

    Sums up our entire political system really! Status Quo as much as possible, with some high visibility, low impact tinkering around the edges.
