If there are willing volunteers, then let them loose! I assume (naively?) that the police would use the results to better focus officers' time and resources, as well.
Interesting that Cllr Arthur highlights Buckstone Terrace. My personal experience is that, on the stretch between the parade of shops and the lights at Fairmilehead, it's rare bordering on unknown for traffic to move at anything closely approaching the 40mph limit (except perhaps during the night when the road is less busy). I suspect that if/when the crossing/traffic light controlled junction is introduced adjacent to the Waterfield development then there will be even less scope for people to make illegally swift progress.
If he means the 20mph section from the junction by the shops as far as Buckstone Drive then it's a fair enough point. (Although he ought to know the detail of the road names in his constituency a bit better.) People used to take the p!ss along there, and its continuation along Braid Road as far as the Hermitage, even when it was a 30mph limit.
Sadly, I suspect the point made in some of the comments about the risks to speed gun-wielding pensioners from entitled gammons may have some validity.

Being a pensioner doesn't seem to be a requirement for volunteers. Fife says 18 or over. Another place said as long as they are old enough to drive (17 or over).
